Overview
Investor Pathways Capital is a £400 million initiative from the British Business Bank to support talented, early-stage investors from a wide range of backgrounds to launch their first venture capital ("VC") funds and build their investment track records.
Access to venture capital remains a key factor in driving innovation and scaling high-growth businesses. Investor Pathways Capital seeks to unlock this potential by reducing the barriers to entry for first-time fund managers and encouraging more talented investors across the UK to start venture funds.
The initiative aims to:
- Increase the amount of investment talent in UK venture capital, fuelling long-term economic growth
- Widen access to essential early-stage capital and unlock opportunities for a broader pool of investors
- Strengthen the UK venture ecosystem and increase the likelihood of strong financial returns
The annual value of the UK equity market could be boosted by 13% if the unmet demand for equity investment from female and ethnic-minority-led businesses was sufficiently funded.Read footnote text 1 As part of our ongoing commitment to widening access, we will target at least 50% of investment going to female fund managers that meet the access to capital requirements.
Strategy
The Investor Pathways Capital initiative will deploy across three key segments:

Investing in Women Code Annual Report (2025)
Microfunds (£5m-20m fund size)
First-time fund managers looking to gain fund management experience, who have tried to raise a fund but encountered obstacles.
Talent funds (£30m-70m fund size)
For emerging and underrepresented investment talent without the network and connections often needed to build a track record.
Flexible strategy
The initiative is flexible and will consider other strategies that align with its goals.
Who should apply?
The initiative targets Prospective Managers who meet the following access to capital indicators:
- Limited access to finance;
- Limited access to established Limited Partner ("LP") networks
